The Age of Youth

*ahem* world explanation time (the pieces of info I * means that the general population doesn't know these facts):
The year is far off future. Cities are thriving, technology has never been at a more advanced peek, and the world seems almost perfect.
But for some strange reason, there is no one over the age of eighteen.
One hundred years ago, when bio-chemical warfare was in its most advanced stage, the governments of all the major countries were given a sample of a virus that would kill any adult at contact. Since the governments usually hire idiots to carry around dangerous items, the virus was set loose upon the world by accident. All adults died, *except for the certain high ranking government officials who all had anti-virus with them. To this day, the few adults alive run the world from behind curtains and corrupt child politicians.*
While the virus didn't kill children, it seemed to start to take effect around eighteen, where it would drive the child insane.
The new government of the world, created by the oldest children, created a peace keeping force, the "Quieters" that rounds up anyone turning eighteen and quietly and painlessly kills them.
*The virus died out fifty years ago, but since the adults were afraid of losing their power, they continued rounding up eighteen years olds and killing them.* the puppet officials still claim the virus exists.
Recently, a man, know to all as "The Anarchist" has appeared, and has been killing government officials and blowing up buildings. No one has seen his face and lived.

So, for character creations, a few rules to clear up any questions:
1. Kids are officially students until they turn sixteen. Then, they have a job for two years before being rounded up by the Quieters and killed.
2. Everyone, no matter how rich or poor, gets basic accommodation's: food, water and shelter.
3. Reproduction is illegal, and all knew babies born are taken from skin cells from the parents when they themselves were born. Parents, if they survive long enough, usually never meet each other, or their infant.
4. through advances in technology, kids can now act like they are mature adults by the time they turn 7
5. Genetic alterations are common place. be whatever you want...within reason.
6. Weapons are outlawed except for designated shooting arenas and by occupations

Occupation and description- Has no real occupation. Goes around killing and blowing up buildings. No one knows where he gets his funds from.

Physical description- (all this unknown to the public) tall, black hair, blue eyes. Has a deep and ugly scar running down his neck. Wears a long, black leather trench coat, in which he hides multiple handguns and knives.
Wears t-shirts, cargo pants and motorcycle boots always.
Physiological description- while he hasn't sat down with a psychiatrist and discussed his inner emotions, his methods for blowing up buildings and the condition his victims are found in after he's done with them say that he's sick in the head.
